Layer 1 represents the macro-scale determinants that establish the structural conditions for urban value formation. These variables describe the spatial framework within which urban development occurs, including transportation infrastructure, regional accessibility, economic concentration, planning policies, and major public investments.
At this level, L1 defines the potential value field by determining where opportunities for growth, connectivity, and development are created.
Typical characteristics of Layer 1 include:
Long-term strategic influence;

Relatively stable evolution;
Policy and infrastructure driven.
Layer 2 represents the micro-scale conditions through which strategic influences are translated into observable urban value.
This layer includes variables describing neighborhood characteristics, land-use intensity, local accessibility, environmental quality, urban functions, and socio-economic activities.
Unlike Layer 1, which creates development potential, Layer 2 determines the capacity of each location to absorb and transform that potential into actual urban value.
Characteristics of Layer 2 include:

The relationship between L1 and L2 is not hierarchical but interactive.

For example, improvements in metro accessibility (L1) stimulate redevelopment around stations (L2). As redevelopment intensifies, new economic centers emerge, modifying travel patterns, investment priorities, and future infrastructure planning. Consequently, local value transformations become inputs for subsequent strategic urban decisions.
The interaction between L1 and L2 enables ULVF to explain why similar infrastructure investments often produce different value outcomes across locations.
