The preceding review demonstrates that urban land value has been extensively investigated from the perspectives of economics, geography, urban planning, spatial analysis, and computational modeling. These studies have generated valuable theories and practical methods that continue to support land valuation and urban management.
However, the review also reveals that contemporary urban research remains fragmented across disciplines. Existing theories explain specific aspects of urban land value, while advanced computational models primarily focus on prediction. The mechanisms through which urban value is generated, propagated, transformed, and evolves across space and time remain insufficiently integrated within a unified scientific framework.
This situation becomes increasingly significant as cities evolve into highly interconnected, data-rich, and dynamically changing systems. Urban value is no longer determined by isolated factors but emerges from the continuous interaction among infrastructure, accessibility, land use, economic activities, environmental conditions, governance, and human behavior.
These characteristics require a scientific framework capable of explaining urban value as a dynamic, spatial, and systemic phenomenon rather than merely estimating land prices.
The Urban Land Value Framework (ULVF) is proposed in response to this scientific need.
Rather than replacing existing theories, ULVF seeks to integrate their complementary strengths into a coherent framework for understanding urban value formation. The framework combines concepts from urban economics, spatial science, land administration, geographic information systems, complex systems, and artificial intelligence to provide a unified perspective on how urban value is created, propagated, accumulated, transformed, and evolves throughout the urban system.
Within ULVF, urban land value is interpreted not only as an economic indicator but also as a dynamic field emerging from interactions among multiple urban subsystems. This perspective shifts the focus of research from static valuation toward the scientific understanding of urban value formation and evolution.
Accordingly, ULVF is intended to serve three complementary purposes:
to establish a unified theoretical foundation for understanding urban land value;
to provide a scientific basis for mathematical modeling and spatial analysis of urban value dynamics; and
to support the development of next-generation urban planning, land administration, and intelligent urban governance.
Ultimately, ULVF represents an effort to bridge theory, data, and computation, contributing to the emergence of Urban Value Science as an interdisciplinary field for understanding value creation in contemporary cities.
